You don't need tickets; it's a public square. Town Hall Square is really a sight. I went at dusk on a Monday in the summer, so fairly late, and there were still a lot of people out and businesses open. It's really pretty, and if you're visiting Vilnius, you should stroll through Town Hall Square.
