Beautiful location, the gardens are gorgeous, the building is nice, not a lot of things to see inside though….just a few rooms with good art collection and gorgeous fireplaces.

We were scammed at the Kadriorg Art Museum shop. We bought books and a magnet – all were paid for and listed on the receipt – but only the books were placed in the bag. We only noticed this later, as the cashier had taken the magnet but did not put it into the bag. We sent an official complaint to the museum's director and staff, attaching full documentation, but received no response whatsoever. This is unacceptable behavior from any institution. Very poor experience – avoid the shop.
