For first-timers like myself, you don't need any prior registration to sit and work with a laptop. I applied for a card completely unnecessary. Access is free, and the tables are equipped with electrical sockets. No food or drinks are allowed inside. You must put all your belongings in a transparent plastic bag as well. There was a constant flow of tourists back and forth looking at the Codex Giga. There is public access Wi-Fi, but the traffic is heavily restricted; even my email client was unable to fetch emails. Ridiculous. Overall it wasn't' comfortable to work in there for me.
