Im Alten Rathaus schlug über Jahrhunderte das Herz der Freien Reichsstadt Regensburg. Hier arbeiteten der Stadtrat und die Verwaltung. Hier war – mit Gefängnis und Fragstatt im Untergeschoss – das Gerichtswesen ansässig. Von 1663 bis 1806 tagte am Ort zudem der Immerwährende Reichstag. Er brachte damals die große deutsche und europäische Politik und ihre Vertreter nach Regensburg. Die Atmosphäre des Reichstag ist im Reichssaal und in den Beratungszimmern noch gut zu spüren.
