For the all-you-can-eat buffet, you have to sit down at the counter. Boats with various dishes are supposed to pass by there. However, no one else sits there and you are seated directly at the normal tables, as if they didn't want you to use the buffet. So the all-you-can-eat seems more like it's just there to attract customers.
