La fuente es el principal motivo de esta plaza creada en el año 1953, para la nueva distribucion urbana, pensada para dar visibilidad al Palacio de la Aduana (actual Diputacion) y conformar un espacio de transición entre el entorno del Muelle y las callejuelas de Casco Antiguo. Un sombreado vestibulo que dá la bienvenida a la ciudad, junto con los Jardines de Canalejas.
